The term “English language learner” is defined by English Language Learners: ESL and ELD Programs and Services: Policies and Procedures for Ontario Elementary and Secondary Schools, Kindergarten to Grade 12 (2007).
As noted in the OSSLT Framework all students must attain a minimum level of literacy in the reading and writing skills required to understand reading selections and to communicate through a variety of written forms as expected in The Ontario Curriculum across all subjects up to the end of Grade 9.
Section 2.9.3 of English Language Learners states, “English language learners should take the Ontario Secondary School Literacy Test when they have acquired the level of proficiency in English required for success.”
A student may be deferred until the following year if they have not acquired the level of proficiency in English required for success. Students must attempt the OSSLT before they can be enrolled in the OSSLC. Refer to Ontario Schools, Kindergarten to Grade 12: Policy and Program Requirements, 2024.
